Yes, large number of users = every smartphones owners = 2.3 billion people!
Also, it could be anyone because even viewers are paid! ==> 20% of ad revenue! (+ 60% of the ad revenue to the content creator!)
So, viewer could become a proper job! ;-)

great idea for an app - but how are the videos on footage we share with you going to be shared with sources that will generate revennue?

1/ Video from Reporters will be sold to media (80% of the amount to the Reporter) ==> the copyright is transferred
2/ Content creator (like YouTubers) ==> advertising generate revenues (60% for the content creator vs a few % nowadays with Youtube), so the more the content is shared, the more the views and the more the ad revenue
