It is because if you accept American customers, you accept American jurisdiction over your entire organization, which means that if you fail to follow their regulations you have the possibility to be in prison. This is why some ICOs doesn't accept US citizen due to this rule that they are implementing.

I think the reason is that such developers are afraid of problems with the government in which cryptocurrencies and consequently also ICOs are forbidden.

Every Country will have certain legal rules and procedures, few restrict crypto activities to encourage FIAT to increase their taxes and revenue for the government so we can follow Telluria specifications as per whitepapers and proceed forward.

The verification system assumes a few levels.
For depositing/withdrawing funds and carrying out transactions that do not exceed 2 BTC, passing verification is not required.
