Any plans to lock bounty campaign,so new people cant join?I've been doing twitter campaign since week 2 on bancor,and now more than 2k new people joined twitter.So in the end ill get $5 for god knows how many months of tweets,retweets and reports.I have never seen something like this,and im doing bounty campaigns for some time.$50000 bounty pool for campaign that will last for 6+months and has more than 3k participants.This has to be the stingiest bounty campaign ever,when you consider all these facts.And on top of that,we have no idea untill it goes on.

If ZEEX can not reach the floppy or hard hat, what will happen to the excess ZEEX token?

If you are referring to unsold tokens, they will probably be burned. Indeed as this is usual thing to do after the TGE so the supply will be lessen and might as well the value will increase.
