KYC is usually required at ICO now for most projects for a lot of reasons credibility and compliance with the SEC being two major ones. It isn't to know all the token holders as once the token goes on the exchanges, this will be impossible to monitor. KYC for bounties seems to be more to prevent the use of bots and fake accounts from what I understand.
