In my experience whitepaper is something that none really cares about but if missing some people are always asking for it.
I think it's pretty clear it's all about prioritizing and resource managment. The thing about the whitepaper is someone has to write it. Who?
Oliver can do it, but at the moment he is the only core developer. He has a lot of coding to do. A lot, a lot. Urgent improvements needed, security fixes, forking issues fixed, and about a thousand others. And then we didn't even start talking about future development. Like making Lisk ready for blockchain apps.
He is also moving to another country in two weeks, while doing this.
I prefer that he didn't waste his time on a non consequential white paper instead of doing any of that.
Max can do it (at least from some input for Oliver I assume). He is traveling to conferences, setting up the non-profit organisation, offices, taking care of the hiring process, and I pretty sure a million other things.
The guy don't have enough time to write a blog post about his trip to china.
Should he take a few weeks to write the white paper instead of doing other stuff? I prefer not.
There are probably a few other people who could do it, but they would probably need to consult with Oliver along the way, they'd need to discuss it with Max, etc. It's not worth even this much time, IMHO.
I understand that crypto is like dog years x 100, but have a little patience. The people behind Lisk have a lot to do, chief amongst them is getting more people to those things.
But please remember that they still have no access to ICO funds, because it's not (fully) up to them how soon is the non profit corporation is set up.
Anyone who has any real world experience knows that this is a period when the least amount of progress is shown for the time and money but into things. As soon as they have money, offices, additional staff (and they are up to date), things will start happening much faster.
Putting it simply the foundation is poured, and at the moment we are watching the concrete dry. It's boring as hell, but it's necessary.
They should focus on putting that damn paper out, that's the first thing everyone searches for when taking an interest in a coin. Bugs/patches/etc can come later.
Right now anyone that searches for Lisk white paper is redirected to an empty page.
That's bad, really bad for publicity.
