the miner should still RUN lol. it just will give "refused connection" till pool opens ;p
cgminer doesn't do gpu mining anymore after a certain version if I'm not wrong.. Not even sure it accept x13

open a cmd window in the folder the files are in (shift right click in windows and select from context menu)
drag your bat to the cdm drop it there to run.
try that
