That is correct. Our dev designed the smart contract so, that if the limit of 4000 ETH is not reached you will get all the invested funds back.

This is unfortunate if that happen,do you have a signature campaign for awareness I have seen this on facebook and twitter but something like a signature campaign is still best to this ico.
