Pakcoin Hardfork will be done at block number 950,000 to enforce difficulty adjustment algorithm change. After this block older wallets won't be able to send or recieve pakcoins.
Everyone should update their wallets to the latest version, precompiled binary releases are available at github.

That's on the government level, I don't know if the government understands the whole idea at the moment.
