yes its open , read airdrop rules and go to airdrop.postoken.org

Put your ethereum adress in your bitcointalk profile in BITCOIN ADRESS TAB and then go to airdrop site

If you read the first page you wouldn't ask this question but i will answer for you : All members including newbies can participate BUT you must be registered before 22.August.
If you are , there is maybe still time because 3rd round closes 29.October.

This is the calculation of activity in bitcointalk:

"The activity number is determined in this way:
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)"

no need to do that because it is automatically updated and your claims for signature bounty will be reviewed after the airdrop ends
