cgminer --scrypt -o http://127.0.0.1 -u Rupayacoin Address -p x -I 13 -g 2 -w 256 --thread-concurrency 8192

I think the underlined configuration is the issue, would really appreciate your feedback.

You have to enter the rpc username and password, did you set the wallet in server mode ?
