The problem is that too many people registered as delegates without taking the responsibilities. The network needs over 2/3 of the delegates work together to make progress.
Considering this situation, we may decrease the number of initial delegates, and increase gradually to 100 as the network become more stable.

The Dev team are still working on an update. They are testing a fix and will rollout an update soon.
In the mean time if you registered as Delegate please ensure that your wallet is online to help the network move. 2/3 of all delegates are needed to continue creating blocks. Currently we only have 8/22 active validators which is not enough. We need to have 15 active out of 22 validators to move the blocks.

I see total number of validators = 22 while active validators = 9. I guess that's the problem, those inactive should expire somehow...
I agree. Inactive validators should expire and be penalized to ensure that the network stays healthy.
