Upon downloading the new windows wallet from the hempcoin site, and re-downloading the blockchain, it dies at block 10000 again. It shows there are blocks beyond that, but never gets to them. Are there issues with the coin again?

It works with hempcoin but there are no graphics on the paper wallet. This paper wallet generator is open source! Someone could use the code to make an official hempcoin paper wallet generator with graphics.

Get voting on mintpal. All other exchanges are sketchy and will be detrimental to the coin as people love to dump coins on shit exchanges. I think it costs 7 BTC to get on mintpal right away.
You would have to buy your way in, as there is not a big enough community for this coin to vote our way in (yet).

There is nothing wrong with selling your coins. It gives a chance for people who are not miners to get some THC.
Mintpal is a good goal. As long as you do not store your coins on an exchange then any exchange is fine.

Try Bittrex, they seem to like adding new coins. They are a new exchange but seem to be up and coming.

When are we getting an exchange? Almost been a month now...
Best to wait, so people can't just mine and dump right away. Let the coin mature until at least block 35000. Some miners like to just mine anything that is more profitable than litecoin and then dump it daily so the price is largely based off of this. If we get an exchange after block 35000, we will get a better price.
