To have a 51% attack on a POS coin you need 51% of the staking coins.
Considering that bittrex has 62.43 % of the coins not staking you need :
(100-62.43)*51%= 19% of the coins
As we don't know how many coins the other exchange have and if everyone is staking.

They shouldn't be. They stated they didn't stake their coins when mintpal was hacked.
Also I modified my OP a bit as it seems a LOT of the big wallet are not stacking which means you could probably 51% attack VOOT with less than 10% of the coin.
