If you have been active in this community you would know that the exchange have everything to do with VOOT. Why the hell do you think Voot team will launch an exchange if it has nothing to gain. Fees will be used to support Voot. The exact percentage is not final yet.

We can prevent btc38 correction buy building buy walls, if anyone has some spare btc. It would be bad if coin fell below 600 now after btc38.

It jumped to 600-700 because of btc38 rumours, now when rumours became news it will be going down for a bit and it is important to warn newcomers that it isn't bad but it's something that always happens on the day of btc38 adding a coin.
