Unfortunately XAPO cards are not anonymous, have a hefty monthly fee, ATM withdrawals are more expensive and there is no free online+offline shopping.
There is also some nice read on how they lie about the fees etc. just from today:

There is nothing similar to BZ cards in Germany and German Ebay is full of those 1€ offers of prepaid cards that you can get from certain banks, but none of them are anonymous and they all have horrendous fees.
