Ant's is alright. I like what they have doing since they rebranded and they've made quite some progress with the regulators. What the main advantage of NEO is, is that it acts as a safety net for ETH. What that means is that you can hedge against a potential downrun of ETH by just being simply invested in NEO. They are both essentially doing the same thing therefore if one fails the other is to gain. I think it's an important asset to have in any portfolio and people should consider buying if they already own ETH. Other options are that you can invest in ETC, but honestly, ETC is really not innovating in any field and I feel like the developers have some sort of luckluster syndrome or something.

Since china informing that they will unban ico especially neo I think it would affect price so much, my opinion it will pumped to $100 atleast

The announcement from NEO is real, not fake. However, it will not be government/regulation related. We'll find out pretty soon what the announcement is all about. NEO doesn't really hype things unless it's actually something worthy so I expect good things to happen.

What are the indices that would make it surge?
Are there projects that they are currently engaged in that is mainstream?
Are they issuing out platforms that would increase mainstream adoption and usability?

I'd sincerely advise you to try your hands on these as I would if I were to be in your shoes.
These are my choices under 100USD or slightly above.
1- Litecoin
2- IOTA
3- * Monero
4- OmiseGo
5- Lisk
People may choose to differ but i see potentials in these, not that other altcoins aren't potentially viable.
