This is a very touchy subject, I will answer it with my opinion, no not only muslims are terrorists, in fact I would think most muslims aren't terrorist, just a fanatical minority which I think can be found in all religions even budhists (Jim Jones, David Koresh, the Sikhs who murdered Indira Gandhi and a long etc), this is religious terrorism, then we have political terrorism this is wrought by both left wing and right wing extremists examples ETA, Irish militias, both catholic and protestants, the Norwegian right winger who murdered a lot of people for political reasons. And now in Latin America and the US (which is where I think it originated) gang terror, these are people who operate criminal groups who commit all kinds of crimes, murder, robbery, extorsion etc, they are also terrorist because they use fear as a weapon. I could also consider terrorists politicans who will use foreign threats to frighten their citizens. This is my point of view I know many will not agree with me, and of course I admit I might be partly wrong.
Also their is the belief that many of these groups are created for reasons unknown even to its members, so I do think this theme can lead to a lot of ideas.

You can say that not all the terrorists in the world are Muslims. But even if only 99.9% of them are Muslims, that is going to be a very disproportionate number. 20% of the world population and 99.9% of the terrorists?

Nope but mostly are Muslims. It is I think take roots in the history which results in what it is as of today. For example, during the imigration crisis, most of the imigrants were adults, grown man without woman and children, when the media propaganda have said that almost every single immigrant is a child or a women who lost their place to live-home, so they need to run away from their country.
But the truth was different, there was so many extremists between them, that it is not surprising for me seeing so many terrorists attempts all over the Europe now.

It's well known there are hundreds of Islamic terror groups. They are funded and supported by populations of Muslims, such as Iraq and Saudi Arabia. In some cases the governments of those countries directly fund terror groups.

I wouldn't go to the extent in saying that the ISIS fighters are non-Muslims. As far as I know, almost all of them are religious Muslims. That said, a lot of weapons and funds seems to be originating from the non-Muslim sources. The ISIS is having a cache of American equipment and ammunition. They claims that they got them as war booty. But I suspect that the American allies might have transferred them to the ISIS, in order to weaken Assad.
