I think it will be difficult to return the bulls to the market in such a situation. There are no prerequisites and attention of influential people to the market, no one wants to become a hero and the first who will take it all to fix.
the bulls are starting to break the chains and eager to run again, people should not miss the chance on riding them while they have the chance, cause surely it will take a only few more days before the bull fly into a rage.

The bulls are incapacitated of returning back because the bears are still around and seems like dont wanna leave the market until nowTheres alot of trying from the investors to bring back the bukls but they are not coming

For now, the crypto market has a good development, the value of the altcoin has risen so the market is green, this situation is still in the repair stage and still needs time for the bulls to return. Patience, in the long run, will be better.
I don't really think that the bulls are coming back this year. I don't mean the bulls are already dead but the market looks reluctant to leave in the bearish trend yet and we are almost at the final weeks of this final quarter already.

Market Cap and bitcoin is still too low so we cant say we are in bull season but from 1-2 months everything is better than previous months, they are not dropping more and some of them is rising very well, I hope btc can increase and we can see better days. 
Today, the entire market has gone up, but trading volumes are not increasing. This suggests that the market is subject to manipulation and most likely it will go down soon.
Today i also saw a very positive move from the crypto market. And now the Bitcoin as well as all the Altcoins seem to be hustling for the price hike and there will be a pulling up of the bull market in this November.
It remains to wait and hope for improvement of the market situation. Some predict the growth of cryptography in the near future. We will wait for this time to come.

The key word here seems. It is not growth, this is another swing back of the court altcoins. So far, we only dream of a green market. It should take more time for the market to start to recover. I do not think the bear market is over. I think it will still last until 2019 and we will definitely have losses in the coming months. But do not get discouraged. We need to be patient and take advantage of this opportunity to invest again. We will certainly be profitable in 2 years. Not yet still and we are not sure on when will it exactly happen. It would be really frustrating for investors at times like this because I bet many people are now losing huge amount of profit. But it would be a complete loss once those investors have chosen to sell already and give up with market volatility. Prioritize holding despite of the negative market behavior and be patient for positive things to come.
