I think when the dev says Full Members, I think he means people that have signed up to the forums, as if you had just gone to the website and not known about these forums, then you would have to join here to do things like leave a comment and send a PM.

The full member thing was a mistake, Dev rewrote the text on the website as a few people thought when he meant "Full Member", he meant your status here, when he actually meant that you had to have joined the forums and be a member of these forums. How else would you be able to post here otherwise or send PMs.
