The thing is, we being on the user side cannot determine if that particular user who accused BC.GAME was at fault or not.
BC.GAME is a popular and reputed gambling site and if they have blocked the user then there must be some kind of abuse that that user must have done.
Anyway, we cannot tell what the actual truth is since we don't have access to the internals of BC.GAME.

If he hasn't played at the casino but has attracted a lot of new players, then he is fully entitled to an account. I only wonder if there is rule in the casino ToS that an account can be blocked if it has not been used for a certain period of time (for example 3 or 6 months). If there is such a rule in the ToS, the casino can do what it wants.

I can say that when a player makes a large deposit during our deposit bonus periods to fill up their locked BCD bonus amount and then immediately withdraws leaving their account with only the locked BCD, that in itself is bonus abuse. Then, to spend the next few months only collecting playable bonuses from everywhere possible to chip away at unlocking the ill gotten deposit bonus amount is adding insult to injury.
They said only deposit and leaving the locked bonus amount is bonus abuse, and even worse he's only play with free spin, not with the real money. It's true they didn't specify this act is bonus abuse on their TOS, but it's suspicious that's why they claim it a bonus abuse. He's trying to maximize his profit, he only deposit to get the bonus and then withdraw his real money.
