If homelessness and poverty are commonplace in today's era, there are many possibilities, perhaps because the population continues to grow so that education and job vacancies will not be accessible to everyone and there are many other factors, or it could also be because there are parties who deliberately maintain structural poverty for the benefit of elite groups. So it is not surprising that in various countries the number of homeless and poor people is increasing even though each country campaigns to reduce the number of homeless and poor people in every election.
I once watched a video interview with a former LA police chief who resigned early because he was too honest. In essence, he said that the issue of homelessness (especially in LA) was deliberately maintained so that it would continue to exist because the money was big. Every year the local government can submit a very large budget for the reason of handling the homeless, with projects that can be tendered to their connections, this is from the perspective of government people.
Well, NGOs and charities also use this as a source of money. They set up foundations or NGOs that work to help the homeless, where rich people or philanthropists can donate through their organizations. In America there is a rule that only a small amount of donations can be distributed (I forget the exact percentage, but it is very small), the rest can be used for the administration costs of the foundation/NGO. So this is a big business, most of the money is used to pay the annual salaries of the foundation leaders.
