Currently, I find the best country to set up ICO project is Singapore because the country supports cryptocurrency very well. Most Asian startups choose Singapore because besides not prohibiting the cryptocurrency, Singapore is a very economically developed country and one of the worlds technologically.

As for me, Belarus looking a little bit scary for the investors and startups because of the President. Yes, government accepted good laws in the crypto industry, but this point could easily change in one moment. I know what I am talking about, because I have a lot of friend in Belarus. Look for the Switzerland or Malta.
I would have to say Japan. They are the country that is the most open to cryptocurrencies so there are more willing investors in that country than in any other country. Most of the country's population are tech savvy so that means that they understand what cryptocurrencies are. But you might run into problems when it comes to your language and how you will communicate with them.

As i have a experience of 2 years in the Ico market and i can say that Switzerland, Cayman islands, Spain, Mexico, Estonia, Gibraltar and United States. All of these countries are the best to setup Ico.
This, with a special plus for Cayman islands.
Don't know if it's a good idea if you set up in a country where there is language barrier.

In addition to the list you provided above, I'd also be inclined to check out Japan, South Korea and even Canada. And recently, Malta is starting to become an attractive island for crypto /ICOs. These are all suggestions
