As i have a experience of 2 years in the Ico market and i can say that Switzerland, Cayman islands, Spain, Mexico, Estonia, Gibraltar and United States. All of these countries are the best to setup Ico.
Does anybody wants to agree with me that russia would be one of the best country to run ICO's ?
noMalta is a good jurisdiction though. About half of the usual 100k to ICO.
i don t know the exact number or places for setting up ico or crypto but some are from asia some from europe for example

The recen tannoucment from Estonia is interesting especially given there corporate tax policy.

The best country for conducting ICO - Belarus. In this country the cryptocurrency is tax free. I think the government did the right thing.
It's free but you need an audit, a business plan and a consultant in place as free tax is provided only in a special " technology area". This means that whoever wants to run one Ico must have a valid business plan and reasonable whitepaper.
It's worth noticing what country you're from to better suggest where to incorporate
In my opinion the best countries for set up ICO - Belarus, Singapore, Indonesia, Japan. This countries supporting cryptocurrency and people use it every day in btc/eth and others, it's very good.

Eastern Europe in general does seem to be very open to attracting crypto companies to set up shop within their borders. Regulations are an ever evolving problem though, so what is touted as being a great place now may well change in the years to come. Something you would have to keep a close eye on when setting up (or investing).

I would say Malta. The prime minister wants Malta to be the leading country in the world in crypto currency and thus is very crypto friendly!
