Lottery is fair as long as the gambling site or the lottery station that you are playing with is legit . lottery has a different set of games and this differs their probability of wininning , the higher the number the higher the price that you can won but the odds are also high . the fairness also differ from one gambling site to another , this why op is asking if what lottery site is the best .

Are you aware of such cases like Triple Six Fix, Eddy Tipton, Milan Lotto / blindfolded children, Zhao Liqun, Serbian lottery scandal etc...
Even if you watch a draw on TV it does not mean you are not being cheated at the moment - refer to these cases...
Those are just some of well-known cases.

Blockchain-based lottery is the only truly transparent and independent lottery.

Any lottery where human factor is involved, including government lotteries, can't guarantee any fairness or transparency.

How else you can win that much with better probability?

Put all on single number in roulette multiple times. To win really big money you will have to guess single number 5 times in a row (if you win than you put all your profit again on single number and again and agin...). You will win 60 mil times initial bets (6 mil $ if first bet was 0.1 $) with 1:69 000 000 probability. That's 13% house edge. Now you see the difference? 13% house edge vs 45% house edge. And you don't need lottery.

I doubt there will be lottery systems that will give about 99-100% of their collected funds.
Most of them are still keeping a large percentage for the house. And hard to track the actual collections.
But seems that there are few projects that are trying to integrate blockchain within their lottery system but not yet fully developed.
Maybe, later on, we will see a lottery business that we can easily verify their funds but giving 99-100%, very unlikely.

The correct way before play would be to check out is there some review or scam accusations about these sites.
