as an ICO project you should focus on creating something useful and doing some actual work with the free money that you are asking people to pay you for releasing a pointless token that has no utilities! if you focus on that, and try to actually create something that has utilities and make it so that it is going to be used then you wouldn't need to worry about where you should list it! the popularity and usefulness of it would do that for you.

3. Bisq. P2P because this is how it all began! Non custodial escrow which attracted me and volume slowly coming up. Secure and open source.

This one for me as well. I don't know what Bisq hasn't received that much attention of to this day. I'm not really sure when this exchanges started, but once I discovered it, I fell in love and I would love to see the volume really picking up this year because there's so much promise and of course the non-custodial escrow is not to be denied and could be the best out there.

I think Hotbit and Mercatox will be good choice if the project want to listed in exchange. I think Merkatox is a good platform but the volume so small.

Privacy is always important
HotBit is one of the exchange that I like but I don't know if it is not well-known exchange but I mostly heard it here on the forum and I think this is small exchange but they have 235 coins available from their site.

Let's see. Off the top of my head, from biggest to smallest (among the smallest anyway), my list:

1. Waves dex. Incredibly frustrating in terms of waiting 2 years now for volumes to pick up, but that it's still up there refusing to die in this period says a lot. If dexs had a light wallet plus exchange and portfolio listing like Waves does...

2. Bitpanda. Not the typical exchange. You don't make or take orders, you just buy and sell at their rate. Decent offerings for major currencies, best of all ability to sell for fiat without verification.

3. Bisq. P2P because this is how it all began! Non custodial escrow which attracted me and volume slowly coming up. Secure and open source.

I kind of like idax, its definitely not the best out there but that is the point of it, binance is what I deem best for myself but idax is the small one with weird coins. Whenever there is an airdrop or sorts happen idax seems to be one of the first to get those coins, that way we can definitely start trading (or basically selling) those coins. It doesn't have the volume of any other major exchange but compared to small ones its not bad neither, its doing alright for itself.

I think for bounty hunters and people who follow airdrops its one of the best out there. Only problem I have with them is the lack of support, I think its Chinese so their English is not that great which causes some issues while you talk with them, I had a withdrawal issue and had to fix it myself since they failed to help me out.

The small exchanges that I like are Mercatox, p2p, trade.io, which are exchanges I often do some token transactions of ICO projects and have quite cheap fees. Looking ahead, the Beaxy and Bitsdaq exchanges will come out and I am very much looking forward to these two exchanges. it also supports ICO projects.

well, I use b2bx exchange. It is a developing exchange actually but they make things better and better. also they have good execution and spreads are moderate. not sure whether they list new coins or not..
