The casino claims that they are licensed under the laws of the island of Curacao but nothing is confirmed.
On their site they are saying this

Quote
Copyright © 2020 www.betchain.com is owned and operated by Dama N.V., a company registered and established under the laws of Curaçao, with registration number 152125 and registered address at Scharlooweg 39, Willemstad, Curaçao, and its wholly-owned subsidiary, Strukin Limited, registered address Pavlov Nirvana & Aipeias, 4, ALPHA TOWER, Floor 1, Flat 11, 3021, Limassol, Cyprus, and registration number HE 407624. Dama N.V. is licensed and regulated by Antillephone N.V. (license no. 8048/JAZ2020-013). All payments with Paysafe are made via Dama N.V. It is the player’s sole responsibility to inquire about the existing laws and regulations of the given jurisdiction for online gambling.

OP, I found this search tool: https://www.info-clipper.com/en/
May be you can use it to check the registration validity and contact the license provider.

Also to file a complain once you find the company is registered under them then use this link: https://www.curacao-egaming.com/public-and-players/complaints-landing

Hello. All this time I tried unsuccessfully to get my money back. I have written several complaints on different sites, but so far there is no result. I want to contact the license provider. Could you help me and explain how to do it?

I saw their respond every time you try to withdraw. They are just manipulating you and trying to make you get bored and hopefully you want continue asking for you money. The casino is obviously a sacm and there's alot of complaints against it I'm not sure there's anything that can help you to withdraw your money especially after the nice profit you made from a small amount. The casino claims that they are licensed under the laws of the island of Curacao but nothing is confirmed.

I have written complaints about several well-known casino sites, but I have not received a response yet. What else can I do?
If they are licensed then try to reach out to the license provider. You can ask legal aid. But considering the amount you are claiming, going though all these additional work really not worth it. Next time avoid the casino.

I would suggest the same like the user above me. You should be putting some evidence of your claim otherwise you are asking others to believe your words.

They have a good rating and I read reviews about them before playing there.

Have you heard about fake reviews? Anyone can write countless reviews that are only positive and publish them anywhere on the Internet, and this does not mean that a company has a good reputation. Did you read the reviews from the Trustpilot link in my previous post? 100% negative, although only nine entries.

Regardless of everything, you should know that you can always expect problems with any online casino when it comes to payouts - although 4+ LTC seems a really ridiculous amount and it's unbelievable that they give you so many problems about it.

A very interesting situation has happened to me in recent days. I have filed a complaint on Guru and AskGamblers. The casino representative responded pretty quickly, promising to withdraw my money in the near future. I tried to withdraw my winnings again...And what do you think? They refused me again!

What's going on anyway? How long are they going to make a fool of me? This is some kind of nonsense. Why respond positively to my request and then refuse to withdraw the winnings again? Has anyone encountered this before? Has there been some misunderstanding or is BetChain just scammers? They have a good rating and I read reviews about them before playing there.

Here are screenshots as evidence.

BetChain Casino lies that it pays money!!! I really want to draw the attention of the players to these scammers! They have good ratings and reviews, but they are real scammers!

Are you only speaking with their live support? What exactly are the reasons they are giving you?

I have a problem with the withdrawal of winnings in BetChain Casino https://www.betchain.com/. The fact is that on July 12 I won 4.22 LTC and from that moment the difficulties began. I sent my driver's license for verification, address confirmation, and a selfie with my license. In my account, all my documents are approved and confirmed. I also received an email that the account was fully verified, but for some reason, they refused to withdraw my money. I don't understand what's the matter and really want to figure out this problem.

I have written complaints about several well-known casino sites, but I have not received a response yet. What else can I do?

This is one situation every gambler doesn't want to be in, you don't want to speculate what happen to your account you think you're clean and have submitted what they asked for and approved and confirmed all your submission but in the end, there's no resolution on your account and you are left guessing, you are left hanging, just follow the right format and upload and post your evidence and create a flag and ask the community to support your flag, they will be alarmed and hopefully address your issue once and for all.

Have you spoken with their support and what do they say?

Have you breached their TOS in any way?
Multi-accounting, abusing bonuses, being underaged, playing from a restricted location, using VPNs, being from an allowed location but playing a game from a provider that restricts your territory, etc.

Without any proof, this is not a scam accusation anyone will support.

It's strange that the casino rep's account doesn't even have neutral feedback alerting these accusations, it seems that either they are very busy and that's why they take a long time to solve people's problems or they are very lucky to the point that no one leaves any feedback on their account

They should have one, they already have 6 accusations based on my research, and some of them are unresolved OP should show us more not just what he wants to post but all the conversations and transactions that you want Betchain to address they may not be active here anymore but this thread and hopefully the tag that they will get will alarm them, even if they are an old casino in the industry they also need to address all issues that come along.

would you mind posting evidence supporting your claim? I mean, conversations, emails, deposits, withdrawal requests, etc... anything that would back up your claims against them. I also suggest considering what BitcoinGirl.Club suggested if they continue to not let you withdraw despite all your documentation having been verified by them.

I have written complaints about several well-known casino sites, but I have not received a response yet. What else can I do?
have you tried posting it on casino.guru? if not I suggest posting there too.

you need to follow the proper format:

Scam Report Format (Use it to make scam reports properly)

you need to post proofs, start from the beginning: you deposited Z amount (post photo and deposit ID), then you won or lost (post photo of your victory history, then you withdraw X amount and it is still pending, then post a photo of your pending withdrawal and lastly, you contacted support, right? then you need to post a photo of your conversation with support. That way it will be easy for us to understand what is happening.

NOTE: I also recommend that if 7 days go by without them solving your case and ignoring you then you can raise a flag against them

Checking this section there are already 7 scam accusations against Betchain but on this particular thread  https://bitcointalksearch.org/topic/betchain-takes-major-winnings-away-5257873, Askgamblers was a third party to resolve the complaint although the dispute was in favor of Betchain, you can try to file a complaint against Betchain on Askgamblers if you have a good case the finding could be in your favor, the representative is not active here anymore but since the site is still up this thread will still have an impact on Betchain.

Reviews can always be inaccurate and malicious, but from what can be read on Trustpilot, it seems that the casino in question has at least a problem with withdraws, given that everyone mentions this as the main reason for dissatisfaction. In addition to all the respectable casinos, you should really refrain from those that have a bad reputation - do your research first, and only then make a deposit and play.

Well i made some research about this casino who promoted their casino here in bitcointalk but the account responsible has left since his last active is on December 2021, well there was some complains about it and manipulation of bonuses from this casino but not very strong proved  cases of scam.
You need to provide proofs when they refused you withdraw even after submitting your documents. And i don’t think there much things to do about this except warning others from using this casino if you could prove their scam first.
