I played last night on a small deposit and won 8mbtc. I put in for a wd and it was processed and received within a few hours. No issues. Now, in the past I have won 7 btc a couple times and they have only let me wd 1btc per week. That I didn't appreciate. Regardless, I have been playing on Betchain for awhile now and have not really had many issues aside from being restricted to the 1btc wd limit per week.It sounds to me like your friend might have accepted a bonus. If he has an active bonus he must meet the wager requirement before being able to wd in full. Any money he made from the bonus in not able to be wd.
