This Paypal policy really sucks. I have money on Paypal, no interest on scamming anybody, and can't use it or convert to Bitcoin because nobody trusts Paypal payments. And on the other side, everybody wants to pay using Paypal so I have to accept it.  Sad
Accept PayPal payments from your customers & withdraw that money to your bank a/c and then buy BTC using that money from your bank.
Easy as this.

Can you buy BTC directly in your country?
Yes, I can.

Best thing to do is dump paypal period. You have to understand that eventually everybody is burned by paypal, often for no good reason.

How long after transaction from PayPal can be made chargeback?
for up to next 179 days 23 hours 59 minutes and 59 seconds.

So in 6 months there is no option to protect this money?
As i know withdrawing money change nothing, because then account will get negative balance. Really there is nothing that we can do?
Nothing if you're not accepting payment as goods & services and sending a blank envelope to each of the person's address that's mentioned on their PayPal a/c and keeping the receipt for next 180 days. In case PayPal reverses this payment or user charges back then you would have this tracking receipt & can tell PayPal that you sold some xyz item and you would be covered under PayPal's seller protection BUT this is also under PayPal's sole discretion. They might honor your claim or they might not.

Payments as goods&services - you mean as company account?
What is giving blank envelope? Just confirmation of address or somenthing more?
Not necessarily company account, it can be your own personal account as well.
You should ask sender to send payment using goods & services option and not as family & friends.
Not giving: You have to send something physical which can be tracked to the address mention in the PayPal a/c of the user from whom you accepted that payment.

I still feel like i don't understand something  Cheesy Sorry!
So if someone will send payment using goods&services option later can't make chargeback?
Thanks for patience man!
You are not getting it Sir Smiley
To make a chargeback, one needs to give a reason. In case they make a chargeback saying that they have not received the item for which they paid then you would have at least a proof to give to PayPal which would be the tracking receipt that you actually shipped something physical at the address mentioned on the profile of the user who initiated this chargeback. If you can provide this receipt then chances are that PayPal would honor your claim & give you this money or at least ask the user to give documents to support their claim of not receiving this item.

On the other hand if you won't have any receipt then straight away this payment would get reversed.

Buyer is always protected when using PayPal whereas seller is only protected when they can provide proofs that actual shipping of item did happen and they are not lying about the transaction.

Now it looks  much better.
Let's take Bitcoin example: If i want sell Bitcoin it may be considered as "goods" so buyer pay using goods&services option. I'm sending Bitcoins and on his PayPal address envelope with transaction ID. If buyer will make chargeback - is it enough to contact with PayPal to recover the money?

Nothing is enough but it gives you a chance to at least put your case in front of PayPal. Final decision is at PayPal's sole discretion.

I have already tried, but if you indicate that you sold btc, paypal will say that is not part of "seller protection" and then give reason to chaargheback
