No AFAIK it's not about local laws, many people have explained in other threads that even if their country prohibits crypto/online casinos and bans their URLs, third party providers and casinos welcome them with no restrictions when they are able to reach them.
Actually third party providers and casinos are mainly offshore companies and they usually avoid to set up their official headquarters in non-gambling friendly countries so it's mainly a matter of gambling licenses and irrelevant fear of retaliations from illiberal "powerful"(or perceived as such) countries IMO.
