Is this so called "dual debit card" already available? I went through this thread quickly and also read FAQ section on bitcoin-central.net, but i didn't find much : /

Is there a specific FAQ only for "dual debit card"? Thanks.

It isn't available yet, it's not planned for the immediate short-term but it's still on our roadmap.

What's the banking partner? A well-known name?

According to the help section it seems to be Lemon Way :

With its new Payment Institution partner, BC  can accept all residents of the 30-state European Economic Area:

Norway is missing from your list.  Switzerland is on your list, but not a member of the EEA.  Switzerland and Monaco are part of SEPA however, if that matters.

Actually there is only an API, the frontend is simply a ligthweight JS client that relies on it.
We need to document it for third-parties to be able to use it.

Our new partner requires a proof of residence which wasn't required before.
All documents that were submitted previously have been properly migrated for inclusion in the new verification process.

Edit: Deleted the Google Authenticator again, installed
new one. Now I possess a different shared key. I filed a report
concerning this issue.

That sounds about right, your shared secret was saved along with the rest when we migrated and a new one was generated when you reset the whole thing.

Before the hacks you became verified by submitting:
- passport or national_id copy, both containing an address
- utility bill, containing address

Another thing that seems a bit odd: I just enabled my

IIRC no one never had verified a proof of address.

Let's see how fast customers will come back... This exchange looks very
promising, even though they had a series of security breaches earlier this
year.

They provide information in a way that is imho model to bitcoin exchanges -
corporations in general.

That stated, they fail in:
  • providing a HTTP API
  • looks like one has to verify again (documents lost??)

they are a market place and not an exchange which makes the main difference to Bitcoin-central.

That's right. Bitcoin-central is a bitcoin exchange marketplace where funds (euros) are deposited to a regulated payment account while bitcoin.de is what is usually referred to as an OTC marketplace.
The main difference is that whenever a trade is executed on bitcoin-central, the fiat currency balance of the seller is credited immediately with the proceeds and the bitcoins are delivered to the buyer.
Conversely, with an OTC mecanism, both the buyer and the seller must wait for the buyer's fiat currency amount to reach the seller's bank account. Meanwhile the bitcoins of the OTC seller are tied up.
