If they're making excuses, ask for the transaction id and check their fee. If they went really low, then it's their fault. If they paid a reasonable amount, then you know they're telling the truth. It's that simple.
Also ask them to accelerate their transaction id in services which are freely providing accelerating services in this forum in services section.If they don't do,just ask them the transaction id and ask it to be accelerated in such services by yourself.By this way,either your transaction would get confirmed soon or else,you would know that they are just lying.That's it.

I haven't faced any delays i use coinbase and normally all transactions sent by them gets confirmed in 20 min this might be because of the wallet or exchange you are using if you use the correct maybe it's the wallet who is screwing up for you it's better if you switch so that you don't face any delays

The only delay that I can think of is that if the sender pay's small fees and no miners is picking that transaction. Actually I have experience it 2 days ago, however, I was stupid to put small fees because I thought that the mempool is ok. Also there's some thread that says that the difficulty has increased to 21% maybe this contribute to somewhat a delay that you and me experienced.

Don't confuse yourself. Bitcoin is a digital currency and it is used by many people because it is not affected by government rules and regulations. In short because it is so fast that you can receive something within a minute is the one of the reasons why it is used globally.

You're getting confused about the core concepts of bitcoin. A transaction is generated by a wallet and broadcasted to the network. If the transaction was valid, and "clean" (for a lack of better wording: basically, if it doesn't generate dust outputs, if it's inputs are found in the UTXO set, if the fee is decent,...), it will be broadcasted to +95% of the nodes in a matter of a couple of seconds.
At this point, the transaction will remain in the node's mempool untill it's put in a valid block, or it's dropped from the mempool, or it's cancelled (in case a transaction using the same unspent outputs is confirmed). But basically, if you have a "normal" transaction, it will be broadcasted to most of the network's nodes in a couple of seconds.

A valid transaction doesn't have to be included in a block in order to be valid.

The only thing that can happen to cause a "delay" is when your wallet (or wallet provider) doesn't broadcast your transaction immediately.

If there is a delay on the Bitcoin network it is either because the mempool is getting flooded by unspent txns and you are using the wrong wallet with the correct dynamic fee structure features.

yes i experience that also but i think this is gonna be fine i also try to exchange in the other day but my friends say that is not ok in the previous days so better to wait until the delay will become ok in other day i use blockchain and coinpot for transaction try it also because i never been experience a delay but i experience delay in mercatox and poloniex

I Don't think so...
Bitcoin is a virtual money that makes people's transaction easier and less expensive. this is the most rapid system and profitable platform. if Sometimes it happens then doesn't mean that it works always as like this. But I never witnessed such type of delaying situation.
Bitcoin always gives a massive profit with a rapid service so that type of blame doesn't suit to Bitcoin.

bitcoin not delay, however it depends on the selected fee. if sender pay bitcoin and if receiver immediat receive not get you have understand that  it is late to pay the fee.

In coins.ph the higher the fee, the faster the transactions.
While the transaction itself is broadcasted and seen very quickly once it happens, you need to actually send it.

If I understand correctly, coins.ph is a mobile interface to an online wallet in which you do not have control of your private keys - in which case you have to trust coins.ph to send the transaction.  It could be that the delay is in how long it takes coins.ph to send the transaction so that you can see it.

There have been some transaction delays in Coinbase and occasionally other similar services.  Even if the BTC network can handle it fine, there's no guarantee that a centralised service will choose to do what you want it to.

You are correct, i didn't think about the aspect of a centralised system having to broadcast the transaction. But in this case, there still isn't a transaction delay, it's just a crappy centralised online wallet.
The person that had to pay the OP had a choice of using a decent desktop or hardware wallet, if he chose to use a centralised system, he cannot pass the blame to the bitcoin network. He either has to switch wallets, or he has to take it up with his online wallet provider. He cannot tell the OP he's not receiving his tx because there is a delay. (in my opinion).

Are you talking about the confirmation ? If you pay more fee on your transaction, you will get more faster confirmation. So it's depend on your fee, actually you can use some txid accelerator though or you can simply visit service section and find a thread that can accelerator your tx.
Perhaps this is related to the BTG issue, all exchanges stop the deposit process.
but I do not know for sure. this is just a guess.
hopefully this case does not happen to other traders.

Yup! I think checking these kind of matter to be really sure if they are really saying the truth not that you didn't trust them but to be aware and check if they really did, and if they did not give this information I think this is very suspicious in their part, and any ways bitcoin transaction would always have this kind of ups and downs sometimes because of cheap fees that a transaction have, and providing with the much fees would surely increase the rate of transaction speed,

Bitcoin is decentralised... There are no system interruptions.
If a node goes down, it doesn't matter, dozens of other people are still running full nodes
If a miner goes down, even a big one, worst case scenario there is a 10% hashrate drop, so it the average time between two blocks would be 660 seconds instead of 600 seconds untill the next diff retarget.
