If bitcoin has been banned in your country, then you don't need a bitcoin ATM. Why? because there is definitely no bitcoin ATM there.
But you can still convert it into the currency that you need through an exchanger, and it's very easy.
The same problem I face in my country. We don’t have any ATM cards and machines, but still there is a huge number of people who have invested in bitcoin and working in bounty and signature campaign and making money.

If I need money I will convert bitcoin into dollars and then in my local currency. So easy, so simple. No hurdles. Just concentrate to increase your volume of bitcoin wallet.
Actually the problem of some countries banned / illegal bitcoins in their area is not a big problem, there are currently some bitcoins wallet providers that provide Debit Bitcoins, which can be used in all Visa-based ATM's, even with a higher charge for each transaction
Indeed not all countries have ATM bitcoins in their region, so some bitcoins holders currently still rely on some exchanges to sell bitcoins to cash.

People all over the world are losing faith in Governments and Corporations as well they should. They have been screwing people over for the most part for too long now. There are exceptions, but unfortunately that is not the norm. Bitcoin, Ethereum and some another coins already have the attention of Governments and Corp entities. Will be interesting to see the progress and I think the legalization will move fast as they see the power of blockchain.

In some countries where Bitcoin is banned. If you wanna convert BTC to normal money, you have to transfer in decentralized exchanges.

i think you cant exchange your bitcoin with ATM if your country has make bitcoin illegal, ATMM with bitcoin in the public is an illegal activity so the best answer is back to fiat again and if you have any bitcoin in your wallet you need to sell it as fast as you can before the site of your wallet is banned to

Bitcoin is not illegal currency. But some countries does not have any policy for bitcoin, whereas a few countries ban the bitcoin. It is decentralized blockchain currency so it can not be governed or regulate by any country.

Here I live in the country here Bitcoin is Illegal so there is no ATM to convert USD , there is some local reseller i sell by btc to them to convert usd & here is the one way to by our btc in our country

Some countries like Canada and Australia are still deliberating on what to do about Bitcoin,  And the many others have already made their decision against digital currency as a whole, and bitcoin, in particular .

Certain types of ATM (Automated Teller Machines) can be used to withdraw local currency in exchange for BTC. Here is a site that has a list of bitcoin ATM locations (can click on country/city and see more information on the map) that I found from a quick search:

I guess ATM bitcoin exists only in countries that have legalized bitcoin and that ATM is only available in small quantities, therefore I'm sure in countries that have not legalized bitcoin would not have available bitcoin ATMs.
You're wrong dude. Although my country still not legalize Bitcoin but there are still some Bitcoin ATMs in my country. As I know you can use Bitcoin ATM to convert cash to Bitcoin very easily, the mode of its operation almost like a vending machine and of course you can easily sell you Bitcoin and receive cash with Bitcoin ATM as well

There are a few where BTC is banned. Ecuador, Bolivia and Bangladesh. People use VPNs and travel to cripto friendly places to convert it to fiat. There is also a black market with 20%+ markups.

Why do you need a ATM if you could simply use https://localbitcoins.com/country/TW < That is to say, if you are from Taiwan? I will also recommend that you search for local Bitcoin meetups in your area and then start trading with these people. I trade with a lot of nice Bitcoin traders that I met at these meetups. < Tip : Start with small trades until you have built an level of trust and then continue with bigger trades. >

Beware of the many scammers out there and make use of a trusted escrow if you trade on this forum.

Don’t be panic if there is no ATM machine in your country, because your country still did not allow bitcoin and is illegal. Most of the countries still do not accept bitcoin as a regular currency, but the people there buy bitcoin because it is also a digital coin business. There will many exchangers in your country. You can exchange bitcoin in your local currency or anyone you want.

I think you cannot use atm to convert bitcoin and it is not possible right now it depends on your country if they don't banned bitcoin maybe there are possibilities that it may happen but i've seen bitcoin atm on youtube i don't know what country is that but go search for it, and the best way to convert bitcoin in to real cash is go to some bigs exchangers.

if bitcoin were illegal in some country then they wouldn't have any bitcoin ATMs in their country either which means there is no way to convert bitcoin to USD through something that doesn't exist. and why USD! bitcoin is not illegal in US and there are many ATM machines for converting bitcoin to USD or buy bitcoin with USD from them. the usage is also pretty straight forward. the machine is self explanatory you give it money and select the options and receive your bitcoin in an address that you like.

There are many countries where Bitcoin is not yet completely legal. If you are from one of those countries then it might be a little difficult for you to get bitcoins. If you want to buy bitcoins then you can try to find a local trader from your country who sell bitcoins for fiat. If you don't find one then you can try to get bitcoins from localbitcoins which is a website to purchase bitcoins. Nowadays there are many websites which enable you to buy bitcoin directly from your credit card, so you can try searching for those sites.
