I guess ATM bitcoin exists only in countries that have legalized bitcoin and that ATM is only available in small quantities, therefore I'm sure in countries that have not legalized bitcoin would not have available bitcoin ATMs.

If it is illegal, I suggest going back to fiat as you will have limited ways to spend your bag. But if you are holder, maybe in the future it will be declared legal by government of your country.

Time changes the game.

Yes, once start accepting by many big companies then all countries will be forced to accept bitcoins, but it may take some time. As of now some people still think that these cryptocurrencies are using only for illegal transactions, but that thinking may change in future. So hold your coins, and you can make a huge profit in the future.

Even if bitcoin is banned in your country you have the opportunity to exchange your bitcoins on the exchange and withdraw to a Bank card in dollars or euros. These currencies are allowed in all countries. It seems to me that ATMs are a relic of the past.

In accorfance with my knowledge, bitcoin cards are not specifically designed to be used by their own ATMs, it can be use anywhere where master and visa cards are accepted.
However, if you think local government has banned bitcoin withdrawals in your contry, you can still deposit to your paypal using bitcoin card and then simply move money to bank linked to your paypal.

Bitcoin is A Decentralized money Transaction system. i saw in youtube many store accept bitcoin, and Buyer Give Bitcoin By Atm card.

My Question is I know Some country where bitcoin is not legal. Now i want to Know,  Have any way to convert btc to usd By ATM.

If you don't mind me asking, what country do you know where Bitcoin is illegal? As far as I am aware no country has outright made it illegal.

and the rest have never heard of illegal bitcoin statements, only in some countries that limit the use of bitcoin and government appeals to be more careful about businesses in bitcoin.

Bitcoin ATMs are banned in Taiwan but basically Bitcoin is legal there. You can purchase BTC in thousands of convenience store kiosks there. You can even purchase goods with Bitcoin in Taiwan.

Many people consider bitcoin as a risk to the current banking infrastructure and thus the governments are worried that they will lose their tax payments that they burden their people with every year. No one likes to get taxed and thus many people resort to bitcoin payments and thus often many countries have tried to stop bitcoin being used. However this is not practically possible because bitcoin is not controlled by the government and thus using modern tools anyone can use it without being traced at all.

If bitcoin has been banned in your country, then you don't need a bitcoin ATM. Why? because there is definitely no bitcoin ATM there.
But you can still convert it into the currency that you need through an exchanger, and it's very easy.
