There is a few things you will need to improve on though:
1.Provably Fair: This is a bitcoin gambling site. It's industry standard to have a provably fair system.
2.Welfare donations: Would obviously have to be very transparent
3.Trust and Popularity: A lottery only works if there is a lot of people playing, otherwise the rewards are too low to attract a lot of people. The problem is that it will take a lot of time to become so popular that enough people will play for the game to be interesting without the house having to chip in. What you did with putting 15BTC in the next jackpot was the right move. You will probably need a large bankroll in order to be able to pay for the neccesary advertising to get the site out there.
