Best time indeed. As how I also take this status as an opportunity to invest in bitcoin instead of thinking it as its downfall. Its really the best time as it offers a low rate range than the usual.
I believe that the bottom will be in the area of 6 thousand, up to this point you can safely buy in parts , very soon the market should expand, very soon, should go to the big players from wall street.
Actually it is the best time to buy more Bitcoin because the price is down.Maybe their are some investor buy bitcoin and used it for their investment and wait a little time to sell when the price is back and reaches in a high value and they are gaining more profit for the needs of their life.

Well yes we cannot know exactly if bitcoin will continue to falling down all I can say this downtrend is another opportunity to buy bitcoin at dip price because anytime it can be pump up, so if you really believe that bitcoin will be recover and back to $20k level then go buy now and hold.

Of cource all of us need to be wise to the decisions that we will make, so that we will not regret it in the end. Yes, it would be nice to buy bitcoin when its price is decreasing, yet it depend on a person if he would buy bitcoin, because risk is always besides on there decision. I don't know amazing profits means but the current market is down and if one can take some risk then start accumulating these low price coins and once market start going up then we all can make good money.

I always believe that anytime is proper time to buy bitcoin but the best time is when its price drop and hit its lowest value compared to its previous price in the market.

Some of the speculators are saying that this bear trend is following the exact pattern as the 2014 crash when BTC slipped from $1000 to $200. If it holds true, $4000 bottom can become a reality. If you are looking for an entry point, I'd suggest using $4000 as your target.

With such a decline, in my opinion, it is best to buy more Bitcoins if you have such an opportunity. But in any case you do not have to sell.
Low price is the right time to buy, probably will not last long. You could lose the opportunity to buy when the price is low, and when the price goes up again, I'm sure you will be very disappointed to miss this opportunity and not make a wise decision.
Well I think it could go even lower but I wouldn't risk it because it could get higer any time. It is a pretty good time to buy, beacuse the price will probably get to about 10.000$ in this year, if not even higher than that. It depends how long you want to hold, the price could go to a new ATH.
