decicoin.com is the only site i know which you can use but i am not sure if it can be trusted. Just get reviews about it before using it to convert bitcoins to payoneer dollars.

I dont think there are any exchanger doing this exchange but why to use payonner card these days as there are lots of bitcoin debit card with same fucntion and capabilities.

There is no such site that exchange BTC to Payoneer. You can first exchange to PP then to Payoneer

I have been working with epayments.com for a some time. They have recently launched dsx.uk seems like a decent exchange. They allow to withdraw funds to a epayments mastercard and it free. Card costs $35 a year. Seems like a good deal.

BTW, Payoneer STINKS. I had to pay $54.95 IN FEES just to have an account and a card.
This would have costed me $0.02 if I received my $398.99 from amazon via bitcoin (if they offered btc withdrawal ofc)
