There are several services that offer virtual visa cards just by signing with email and "username" - according to your wish.
Though they have some limits for such accounts. If you want to spend more, you require a verified account with your real name.

Yes, you can order some VISa btc debit cards without verification but only for very limited amounts of money, usually up to $2000.
After that, you will have to verify your account.
Some card providers, like cryptopay, already changed this rule for some countries, like my county-Croatia, and you can't order and get visa debit card without full verification.
I expect that soon such rules will apply for many more countries.

I am not saying you will be using this for "illegal" activities... but the bad guys might. I am sure moving forward many of the exchanges and payment method involving bitcoin will need to follow all AML regulations, which require the service providers to "know" their customers = your personal identifiable information will be required.

I think what you are looking for is non-existent. I know for a fact that Virtual Visa Cards exist but their only main function is to verify your paypal account without you giving away your own information, ATM withdrawals are a different thing it is a bank in which will always need your identity as they are the ones who can get into trouble in the government if someone is withdrawing money unanimously.
ATM withdrawal is still a possible thing even if the name on your card is just faked. As long as you have the money loaded onto the card, it's all will be fine, no that bullshit government will come and catch you. It's the same as exchanging your dollar to your local fiat, there's nothing wrong.
And also, Virtual Cards exists not only to verify your PayPal account which actually just an additional feature, it can be used to pay everything which accepts debit card and of course have VISA logo.

There exist VISA card with no verification, but exchanger cut some 10% of BTC rate and amount of withdrawal is $1000
In other words. It is not worth it. You will keep semblance of anonymity while paying huge price for it.
At this point it is clear standard payment processors are not compatible with anonymity, you want to be anonymous? Use cash.

I don't think that companies like Visa or Master would allow that. They are binded with anty-money laundering and counter terrorist law so this could endanger the legitimate business they are running. And to use fake documents is also strongly against the law so I wouldn't advise to do that.

It is possible but not advisable. I say possible because you can really get away with it with the use of fake ids and other documents needed. I say not advisable because if they caught you submitting fake documents they may pull all strings available to know your identity specially if they suspect that you are part of a big group who are into money laundering.

Such services for bitcoin haven't created yet. There are few ATM service for bitcoin withdrawal in terms of fiat or bitcoin based on the value of the coin. In the past but.ac provided the debit cards to be used with limited access and limitations in usage as it's one among the wallet service provider.

If you really wants something like that, be sure to be prepared for restrictions on the level of activities you can carry out. Even exchange sites that are more or less national will create a platform for you to do so anonymously but be sure you don't get the same volume those who provide their details get. Not to talk of ATM which is acceptable virtually all over the world, then expect more than just some restrictions.

Won't happen. Banks want to have total control over money. It doesn't matter if it is bitcoin or FIAT. If there is a bank, there will be a control mechanism.

When there is a suspicious activity from a card, the goverment will ask questions. Banks have to answer those questions. If there is a situation where banks can't answer them, they'll get fucked.

We are lucky they still allow unid cards for small amounts.

I'm just speaking based on a perceived legal perspective, so take what I say with a grain of salt, but I do believe that due to some regulations and laws that exist for international finance you are required to provide your identity so that they can prevent and crack down on money laundering.

Not exactly a great thing, especially when it comes to Bitcoin, but sadly something that has to be dealt with if we want to have the same conveniences.

Unverified accounts on these services will have such high fees and such low limits that it eliminates the purpose of using Bitcoin altogether.  Fiat cards would have dramatically lower fees and would be equally centralised since Bitcoin debit cards hold your funds for you as well.

I really don't see why you would want to do it.  Just use a wallet and buy things that you can buy with Bitcoin with Bitcoin.  What demand are merchants going to see for Bitcoin payments when from their perspective you're paying with fiat?

Visa card wouldn't allow it. If its going to be allowed, everyone will be jumping into is and use it to order products online and make business for everyone else and this will open doors to all users with illegal activities. This might not be approved. Visa Card always require identity and will take them all even your social security number.  Grin
