To comply with international regulation such as KYC and AML.
it has become the exchange responsibility with his costumer.

if it is somehow connected with fiat (depositing when buying BTC or withdrawing it from ATM) then it will ask for verification at some point. they can't go on using fiat without following the fiat rules.

and if you want to use bitcoin then you don't need no cards. just use bitcoin directly. the fees of using these cards are unbelievable sometimes. (and here we have people complaining about bitcoin fees Smiley)

Most Bitcoin debit cards will allow a small amount of transfers without verification and then require it if you want to spend a lot.  Cryptopay, for example, has separate limits for unverified accounts and verified accounts (verified ones are unlimited for most things I think). 

It's unlikely you'll find any cards with no verification at all unless their own company details are very shady.

Hi, is it possible to order somewhere Visa card than can be used in ATMs and filled with bitcoin but without giving away real name? I've seen couple of websites that offer Bitcoin cards, but not sure where you can give just any name instead of the one that you have in your ID?
