I didn't bother to reverse enginer my email to discover my required activity to become legendary (is that a public algorithm, btw?)...
Yes it's public, but there is a secret seed that isn't, and without this secret seed you can't compute the activity treshold.
(This secret seed is the same for everybody AFAIK)

Although described in the OP, the title did not state the "lacking merit" part. I’ve readjusted it to make it clearer.

You’d therefore be in other sorts of lists (lacking Activity), such as this one:

Good point. That is why I included the DT trust counters along with the rest of the information, although one should read the feedback too to make understand the reasons behind the trust ratings, and get a composition of the complete picture.

Anyone considering sending merits to top those users up - please check trust feedback. Quite a few have been involved in merit farming. Basically most users who haven't been earning merits consistently (even if slowly) over the last 120 days, which you can see straight from the user profile, probably don't deserve a top up.

yes I sent, is it forbidden? I haven't used feedback since the day I became a member. In the light of the information I have gained for 2 and a half years, I wrote feedback to people I trust in the forum. what is the problem? Would it be more ethical if I did it over time? why do you tend to draw bad things out of what people do? What is the main problem? why can't we trust each other and get rid of our prejudices.

Do I have to prove to you and to each member of the forum what I am, who I am?

I've seen his posts, and indeed, this is well deserved, so I've sent him the required 28 Merit to become Hero Member.

There are also users some users have received required merits for a certain rank, but they have not ranked up due to their low activity. Many of them are likely close to higher ranks.

There are 24 Full Members that have the merits but not the activity to rank-up (not crossed against banned on the Merit Dashboard). You can play around with the “Current Rank” filter to see them all.

The idea of the OP is to focus specifically on those that need some merits to rank-up (less than 20%). The ones you indicate do not meet that criteria, and therefore are not listed. It would be easy to create another list of the kind, but mixing them up here would distort the nature of the OP really.

I agree. The thing is that putting the amount of fields I’ve place in the lists on a table type structure would not fit (no scrolling). Note: I am pretty mean with merit awarding in large chunks. I’ll eventually get there I figure when I have less time. There is a case I would like to break a lance in favour of: Paxmao (Sr. Member). I don’t think he cares for rank at all, and he’s pretty inactive lately, but has been a selfless person for quite a long time awarding merits, until, I figure, other priorities took over the tremendous task he’s been doing (sent 3,220 sMerits to 756 profiles). I have no question for the "Active" one, but I am curious how you determine the status "Semi-active or Inactive"?

These may also be indicator of the status

Active : Log in to forum regularly.
Semi-active : Rarely log in to forum. May be twice a week, three times in a month, or so on.
Inactive : Never log in more than a year. Or never come back to forum since the last active day [for months/years].

Focusing on the members with enough activity for legendary rank, there are some good candidates there.  DaveF is a good one to help out, he makes some good posts in the technical sections.

I checked the top of the list to see if I could rank them up. The first candidate was a Merit abuser. The second candidate just ranked up already. The third too. The next one posts in Russian only, so I can't read it, followed by someone posting in Arabic, and the next user got inactive after receiving negative feedback.

That leaves only 2 Hero Members who need quite a lot to rank up, so I'll take theymos slightly out of context again:
But undoubtedly some people got screwed by this, and if they have decent posts, by all means, give them the 250 or 500 merit that they need to rank-up.
Those 2: hatshepsut93 needs needed 32 and figmentofmyass needs needed 38. Update: done!

figmentofmyass has 1000 merits now (thanks to you) and I guess just ranked up because of that--nice job helping him out.  I would have probably dropped some merits on him if you hadn't done it.  

I've been trying to help out hatshepsut93 here and there, as he's a member who usually makes good posts and deserves to rank up IMO.  I'll have to check his profile next.  *Edit: well, looks like he's got his 1000 merits as well*

This is an excellent list, OP.  The only thing is that it'd be better if the member's username was clickable.  Either way it's great info and I'm going to be sifting through it when I get some time.
