You misunderstand it imho, it is not BTC but it must be mBTC. It is ridiculous if a site ask for 0.4btc for transaction fe and 2.5btc for minimum withdrawal. So it should be 0.4mBTC = 40k sat for the fee, and 2.5mBTC = 250k sat for the min withdraw.

Bitinity is exactly correct.

Here is a screenshot of withdrawal pege showing how, next to the amount of feeneeded, it's shown the currency that is BTC with a little "m" ahead showing
they are expressed in milliBTC ( one thousandth of BTC).

Also if you look at their FAQ you may read this:

"What is a mBit ()?
All values on this website are denominated in mBit and one mBit equals 1/1000th of a Bitcoin. This was done because entering bets in Bitcoin would be tiresome with all the decimal places to keep track of."
