if we are talking about the signature program then the newbie is not allowed to participate in it but you can safely pump your account and get the ranks higher. it's not as hard as it might seem at first glance
Most of the newbie start bounty campaign. Recently forum change his rule if you want to start signature campaign so you should Jr member it is a minimum requirement for bounty campaign. Lots of people doing now bounty project without signature campaign. At the moment newbie can start bounty program they are work with bounty program for making some profit but lots of participates work in bounty project so bounty campaign is not making good amount now.

I think you need to increase your account level to at least Jr. Member.There is a lot of way you could reach that, there are some threads that offering to give you some merit if you could finish some task they requested.
