You need to understand two things, there's two questions, one answer and the op doesn't seem native English. The max withdrawal has no limits, if you want to withdraw 10btc as a free user with one account, and if you have it, so be it. If you have a paid account, there are no limits.

I've read BTC-Flow FAQ http://btc-flow.com/faq there are nothing about multiaccount being bannable offense. So I assume that you can have multiple accounts of any level: free or paid.
