Nothing new though, in 2018 we have this kind of sentiments as well, very negative the price of bitcoin started to decline March and onwards. And then we have the Covid-19 scare in 2020, hitting all time low that time around $3k.
So if we have seen it before, then I would say that we shouldn't be scared or surprised because it will be a long bear market, January to December of 2023, and then early part of 2024, prior to the halving. So around 16 months of this bearish sentiments. So it's just a question on how newbies are going to cope with that kind of crypto winter as this is their first obviously. For battle tested investor, could be another hump but they know how to get over.
I don't know what Elon purpose is, but it is clear that he is definitely preparing to buy cheaply when retail exit the market just like years ago. After that, he will hype it again just like what happen with DOGE. The effect might decrease but crypto is definitely going mainstream. Wether or not this will work again, let's just wait and see.

Surely, not only Elon but even any president will not be able to make any impact on the development of bitcoin but in this situation maybe Elon is making his point and he is cheering the market, which is also a good thing.
I also agree with his thinking, winter this year will be harsher and possibly longer than any previous cycle because we are going through unprecedented things economic crisis, inflation, war shows almost no signs of cooling down, so it is hard to say that the bear market will end soon.
The explanation is clear what it means, just like ELON, many people have said this on social media and here. That's doesn't have any significant effect on bitcoin. People like him just wish to be relevant or maybe have something to tweet but it does not affect the market.
