That makes sense in a way, but overall I think casinos should reconsider this policy. To try their games people can always play in a fun mode. It's not much of a promo, as @panjul07 has rightly pointed out, if absolutely no one has a chance of really winning something. All promos have been abused in this or that way, and, of course, companies have to think of ways of protecting themselves. But running fake promos may be worse than no promos at all. There is an argument that negative publicity can be helpful for raising awareness of an unknown brand, but I disagree with it. As for well-known brands, neg publicity is definitely harmful to them.
