In my own opinion, as long as you have attained the age of 18+ you are qualified to become a gambler, so it left for you to decide whether you would love to gamble or not. Because at that age range you are responsible for any kinds of action you take and you'll pay for the consequences be it good or bad. But if KYC get introduce into online casino such that all casino start doing KYC you observe that most users are also underaged who got exposed to gambling earlier.
You make a very valid point mate, it's always up to every individual to decide whether or not to gamble, as long as they've attained the required age, this makes them responsible for every consequences their actions might result to.
In other to ensure that this rule is observed, online casinos should employ a mandatory KYC verification that'll only prove the customer is up to the required age and not an underage.

But what about the inexperienced ones, are they allowed to play gamble as well? Or they are also restricted to have the fun? In my observation, there are two elements to participate in gambling. You don't need experience to gamble, to be honest you don't even need to know the rules to place your wagers. As soon as you turn 18 you can enter a casino, get chips and go to a table and place your first bet. There is nobody that is checking if you know the game or have any experience. The good thing is that you are getting the exact same winning chances as everybody else. For the casino it makes no difference if you are experiences or not, they will take your money no matter what. Of course it would be much better if you have some experience, because then you can evaluate the risks better that you are taking and will probably be easier for you to take a break after a win and save some money for the next day. At least in my country the only limitation is to be 18 years old to enter a casino. The best approach for people that have no experience in gambling is playing roulette with betting on black or red. For offline gambling, there might be any restrictions based on age but for online gambling, there is no restriction for age. The user can open an account where there is no required KYC even if the user uses their parent's account if they use gambling.
We meet our limits in the space and also generate profits, though its not easy as we think. There are variations to what age bracket is considered legal in various nations, while 18+ might be the most popular and widely accepted age bracket, it doesn’t really qualify gambling with regards to maturity. It’s supposed to be an age that defines adulthood but, it doesn’t really define maturity as it’s hoped to come with adulthood does it?

I have never seen a casino ask if you're an experienced gambler, meaning they don't Care about your experience margin, they are more concerned with your patronage.  Your age certifies you to engage based on regulations in engagement that is tied to adulthood. Gambling experience is most needed, a new gambler can never suddenly gain experience. Age and gradually gain gambling experience by participating in gambling. Yeah, it's a societal thing, every country will have a different rule about it.

But generally speaking, the ages of 16-21 are usually when it's considered a developed human in most of the world. It depends on different factors, but at least there's a clear line.

Say, if you are 30, you are clearly OK, and if you are 12 you are clearly not OK to gamble.
