Is this even a real question hah, more than 90% of this forum are 'ordinary citizens' and we probably all deal with bitcoin on a daily basis transaction wise, but if you're talking about mining or investement that's less likely.
That means de are extraordinary people witch is a good thing 
Like any new technology, especialy related to money, it will need tome to be widely used. It needs time to be known and trusted. Not everyone will invest his money in something he don't understand.

certainly can and bitcoin has spread to all countries so anyone can have or learn about bitcoin and I'm sure the future bitcoin can be used as a legitimate currency and can be enjoyed and used among the public 
As the user mentioned bitcoin have been getting spread around most of the countries. Very few countries have officially banned bitcoin and people from those countries too use bitcoin through different VPN and other bypassing services. There is no restriction in usage of bitcoin, maybe in future things might change.
Bitcoin can be used by ordinary man, their is no restrictions on users .

they just need some basic knowledge about bitcoins like the value and literate enough to use a smart phone.

Of course it can be, bitcoin can be used by all circles of society no matter what their position and status in their own country. everyone would be interested in bitcoin especially with high prices, people who have not used bitcoin because they do not understand or do not know the benefits of bitcoin actually.
Yes, there is no discrimination in usage of bitcoin. Whether it's poor or rich doesn't matter, who has got the knowledge about it can make use of it for good things. This eventually make them understand better about bitcoin as well the different other digital assets available for usage.
There are no limiting conditions in using bitcoin but storing bitcoin involves risk of price devalue therefore poor citizens can't afford to loose.

Yes, bitcoin can. There is no limitation to anyone who is holding or using bitcoin at all. Everyone can access to the blockchain and buy bitcoin for themselves. From my understanding about bitcoin and its initial existence is about liberalization of the masses from the shackles of government and institutions and the capitalists which is the fundamental reason in that when financial freedom is guaranteed, then every other thing will fall in line. But to be used by ordinary citizen will mean some level of knowledge on how things work in online and offline. In all bitcoin is meant for and can be used by ordinary citizens.
There is no necessities in utilizing bitcoin beside having interest, web and furthermore gadget or PC that can be utilized to execute or do bitcoin. For example some bitcoin wallet can be used to purchase online and pay bills online which is more convenient if you don't have much time to go out. And it depends if they want to explore more about bitcoin. But knowing the basic idea regarding this will do for them as long as it helps.

ordinary citizen in eastern europe
- a few skills , can use credit debit card for online payments , might be able to use bitcoin with ease after a few days practice
ordinary citizen in less developed countries
- it will take a few week to teach him what BTC is and how to use it (once you find a place where he can use it)
ordinary citizen in poor countries
- you will first have to teach them what internet is and what a smartphone is
ordinary citizen in forgotten jungle tribes
- no need to teach them anything, you will be crowned king as soon as you pull out your smartphone and play a youtbe video
