Just like fiat currency it can be used for good or it can be used illegally depending on the motive of the user. Bitcoin has done many good things to me I have earned sufficient satoshi and it helped me to earn from sites but it also have done bad things such as being a victim to a scammer. Some people are using it to bad things because you need to be anonymous if you want to commit a crime and bitcoin is made to be anonymous so the criminal prefer it to used in bad ways, however the question still lies ahead.
