The possibility is not certain to the end of the year, but to consider many factors that differs per altcoins. I see, altcoins unlock endless potential to be bullish, and that means, anytime and season, they could achieve bullish trend but should depend on the news concerning that particular altcoins. For such a case, Ethereum and XRP follows the trend of bitcoin and it serve as the reason for its increase, unlike the newly created altcoins that mainly become profiitable because of their potential mainly because of the great developers and teams behind it.
Now the price of Altcoin is medium. If you look at it now, many people are involved with cryptocurrency. Altcoin prices may also be good in 2020 as cryptocurrency is allowed in many countries. If cryptocurrency goes legal around the world, the price of Altcoin may go up. Is it true?
Good all altcoins season should come by the end of the year. The reason is Ethereum POS. Before end this year Ethereum will stop POW. Any people can't earn any Ethereum, only holders will get rewards. This way Ethereum and altcoins both could pump this year. Bitcoin halving also help there. 
No one knows well if what will be the outcome of altcoins this year but almost crypto enthusiast I can see from different platforms bitcointalk, reddit, fb,twitter users opinion hoping that this year will have huge improvement in crypto especially its price to be more positive and most probably more regulations from authority regarding the legality of cryptocurrency this year.

every project has a product that is produced. but it only functions as a trade. and I am very sure, most crypto holders / traders today do not really understand altcoin that was born recently. about basic, functions, intentions, goals, continuation, etc. because the target is buying, pumping, selling. I am not ignoring Altcoin that has just appeared. But in my opinion Altcoin that will go up is Altcoin which is already popular, for example Ethereum, EOS, Tether, XRP. Why is that? because most of the countries that legalize cryptocurrencies are approving these coins, and campaigning about them, not with the new Altcoin. Well, the question? Can you please specify what certain altcoin it is? Looking it generally altcoins doesn't seem to have a one price movement. There were who currently spiking up like even a 1 month ago, and there are who decrease. But one thing I think is for sure to conclude, right now. Once bitcoin hits bullrun the time for altcoin to increase will accompany as well.

If Altcoin have regulation it will be great because Altcoin already have place and position in financial world. We don't need to confuse again, protection and taxes are clearly, avoid scammer will be more easier because law enforcement involve. The price still depend development and popularity but with regulation Altcoin will have more space to grow up and creative get more member and fund for market, the key is in regulation.
The usually heavy pumps of 2017 will not happen and if it does, it will be selective. Times have changed and we are in a different phase. Only good and developing altcoin will see increase and great increase in 2020.
