Everything is possible, but the most important question is why should people stop if today there is nothing that would prevent them from doing so. Think, because today there are no programs or services that would say that the project is a project.

Say for example- they have to escrow a minimum of 40% of the bounty allocation in term of usd or btc. Only then we can prevent scam ico and bounty hunter will get their money. Can we start following this rule?

We can prevent this if we carefully review bounty projects or ico projects that we are working on. we can do these research to make sure these projects are legitimate to prevent the promotion of fake and scam projects.
The distribution of the award is always up to the developers. If a large number of bounty hunters will remain, the rewards for them will be more. All ie will leave the bounty industry because they want to earn more and have hundreds of dummy accounts. Your idea is good but it is utopian.

Sometimes some fraudulent projects look very high quality. Not all people can understand that this project is fraudulent. Nobody wants to promote scam.
If you do research properly, you will be able to find out whether a project is legit or scam. Most of the time we don't do due diligence and end up promoting a scam which causes loss to ourselves and the investors too.
I think this is impossible, we cannot check every company for various fraud criteria, yes, of course, some companies is very easy to check whether they are frauds or not, but to check some companies is very difficult. But I always trying to check every company in which I am participating.

I think we don't know if we joined already a scam project or not. We just feel that it is scam project if it ia not sticking to its plan, making such a way so that you wont get your rewards or tokens or even what you invest to them. If we just know that the project is already a scam, we should definitely stop it and report it so that there would be no victims.
bounty hunters and ico fraudsters in the same situation, as bounty hunters want to get prizes by promoting their projects while ico fraudsters also need their projects to run smoothly with the help of bounty hunters even though sometimes they end up scam or not. I think it's difficult to stop fraud projects.
It would be great if everything was as you wish. But I think that no one company will do what you want. They do not give guarantees to the investor.
Previously until now scam projects were always there and bounty hunters always had a bad impact. Because they are not paid at all. This is a painful thing because we have been working on promoting a good project but it turns out that our project is promoting so badly (scam). We cannot avoid this. except the kit itself that never promotes scam projects. Try to analyze briefly before participating in the project.

there is only one way, if there is a project that is indicated as a scam, immediately report to the DT member so they (the projects) will get the tag "negative"

Why have to continue promote scam project and you will be not paid, you have smart with bounty campaign project you are joining, always promote best and potential bounty and get payment at the end of bounty project.
