I can but i will be very weary of most projects especially the ones that are just struggling for relevance

The question now is, will you invest in ICOs, or stick with investing in market dips (buy low, hodl and wait to go up and sell), or simply trade in bear markets?
Definitely no, people are pulling out funds in the market as of now and I cant see a reason why we should or would invest into ICO. I have seen lots of projects didn't able to reach out their cap due to market price decline and in result they do failed or decide to have an extension or postpone of the main sale. Its much better and more wiser to invest or buy cheaper coins in the market than on risking your money into investing to those project funding.The question now is, will you invest in ICOs, or stick with investing in market dips (buy low, hodl and wait to go up and sell), or simply trade in bear markets?
I do not expect us to see towards for bitcoins around $6200 immediately as I expect to see some bounce anyway before then, but time will tell. I expect the market to go lower eventually anyway which would not be slow to pick up with a bounce. This would be the time to be holding some of those altcoins with good product.

Invest only in the ICOs that are good projects with good teams. Bear market does not change these facts except that price rise is going to be lower than in a bull market.
If I believe in that project also the team I may invest in the bear market as well. But such project is very hard to find 1 in 100

Bear market time most of ICO would not take to list the tokens in any exchange and they will not reach the softcap as well in that time
Hence you need to participate the good ICO bounty campaign and look to make money with that bro.
There are plenty of promising project still you can see in bounty section mate.
The current market is not the best for investment. It is necessary to wait for the dominance of bitcoin to decrease to at least 35%.

I also decided to walk away from ICOs in this toxic climate that we currently have. Most coins that got listed in recent months are trading at 1/10 of the ICO price. The only people celebrating and drinking champagne are the ICO teams themselves. Everyone else lost.

I didn't buy ICO, my friends bought ICO, some ICO lost a lot of money with ICO, but the risks are very big, this year is not suitable for ICO.
On such market ICO investment becomes more difficult but not impossible. I need spend more time to decide for entering. And many investment I make for mid and long-term on this ICO. Flip is possible for private and seed rounds. Main round is less interested but for solid projects and long time it's solution also
You can invest whatever you want and anytime you want if you don't care about taking risks at all. Of course you can invest in ICO during the bear market like the kind of market we have now. Since ICO is offering bonuses if you buy their tokens during presale and even until the start of ICO, then chances are, you will be getting more tokens from your money because some ICO's token value depends on the current status of the market.

No, I can't invest in ICO when market is very bearish like we see right now. The main reason is because the possibility of us getting profit or ROI from the ICO in question is very small. When the trend is still bearish, of course many players are reluctant to enter the market because it is difficult to find profits from various sides, either trading or investing into ICO.
ICO participation is totally different because if we invest on ICO it is depends on the project worth so bear market is not affected the ICO investment. Nowadays many peoples are fear to participate on Crypto investment so all are expecting some good positive results because current dump is affected the many investors. May be this year bear market will over in Crypto platform.
It will really depend on the project itself, so many ICO in the past months and most of them succeed on it and its value are still high after the bounty hunters dump their token. I would suggest to invest only with great project so your money will be worth it. Actually most of the ICO right now will last for at least 3-5mos so I think the market that time will be in the good position now and your investment will become profitable. 
I'm staying clear of ICOs. They always seem to have price dips as soon as they are tradeable, and the bear market increases what is already a substantial risk. So no at the moment for me on ICOs.
